6.2.5 Empty Records

It is not permissible to include empty records in a file created in accordance with this standard.

Records whose first character is the hash symbol (“#”, Unicode U+0023) shall be ignored by automated ingestors. These Records are included solely to aid human readability (see Clause 6.2.12).
